The Edinburgh club will pay the Jets a fee for the 23-year-old and are now waiting to see if his UK visa application is approved. He will become the fifth summer recruit at Tynecastle Park once the paperwork is finalized.
Following the arrival of Beni Baningime from Everton last week, Devlin would further strengthen the Hearts midfielder as an energetic center player who also likes to move forward.
He was part of the Australian team for the Olympics in Japan and made their third match against Egypt. His previous clubs include Wellington Phoenix, Sydney FC and Western Sydney Wanderers.
The player is keen to move to Europe to continue his career and is aware that several Australian players have played in Georgia in recent years. These include Ryan and Dylan McGowan, as well as Oliver Bozanic and Ben Garuccio.
Devlin and Hearts hope the work permit will be issued without any problems.
